Turkey Continues to Protest the Coalition’s Syrian Kurdish Allies

This morning, Turkey issued arrest warrants for forty-eight members of the Kurdistan Workers’ Party (PKK), which has fought a forty-year war against the Turkish state. The PKK is listed as terrorist by Ankara, Britain, the European Union, NATO, and the United States. Among those being sought is Saleh Muslim Muhammad, the leader of the Syrian branch of the PKK, known as the Democratic Union Party (PYD), whose armed wing—the People’s Protection Units (YPG)—happens to be the favoured Western instrument in combatting the Islamic State (IS) in Syria. The West has long denied or obfuscated the fact it is working with an organization that a NATO partner considers its nemesis and a long-standing threat to its national security. The Turks, it seems, are not content to let this ambiguity stand, and there are good reasons of Western self-interest why the alliance with the PKK deserves another look. Continue reading →

An Ideological Founder of Islamic State is Killed in Syria

UPDATE: It has subsequently become clear that the “Abu Abdullah al-Muhajir” who was killed in Syria on 18 November 2016 was not Muhammad al-Saghir, who is profiled below. The slain man, like al-Saghir a veteran of the war get the Soviets out of Afghanistan and an Egyptian jihadist with close links to al-Qaeda, also used the kunya “Abu Afghan al-Muhajir”.

A week ago, it became clear that the air war being waged by the U.S.-led Coalition, which primarily targets the Islamic State (IS), was going to expand its campaign against the leadership of Jabhat Fatah al-Sham (JFS), al-Qaeda’s rebranded branch in Syria. In the evening of 18 November 2016, the Coalition killed Abu Abdullah al-Muhajir, whose real name is Muhammad Ibrahim al-Saghir. Al-Saghir also uses the name Abd al-Rahman al-Ali. This killing would appear to be part of the Coalition’s new effort.

Al-Saghir has a long record as an important jihadi religious ideologue, though his exact relationship with al-Qaeda’s network remains unclear. Al-Saghir’s most lasting contribution to jihadi-salafism is as a key guide to the founder of IS, Ahmad al-Khalayleh. Continue reading →

Abu Bakr al-Baghdadi Calls for the Islamic State to Stand Firm in Mosul

On 2 November 2016, a speech by the leader of the Islamic State, Ibrahim al-Badri (Abu Bakr al-Baghdadi), was released, entitled, “This Is What Allah and His Messenger Promised Us”. On 11 November, the third edition of IS’s English-language magazine, Rumiya, printed a transcript of the speech, which is reproduced below with some editions in transliteration, explanations added in square brackets, and notable or important sections shown in bold. The United States and therefore the international Coalition is about to step up its operations against Jabhat Fatah al-Sham (JFS), al-Qaeda’s recently rebranded Syrian branch. This is a necessary policy, but pursued in isolation—without replacing the capacities that JFS provides to the insurgency—this action will strengthen the coalition supporting the regime of Bashar al-Assad, the actors chiefly responsible for the humanitarian abomination in Syria that has deliberately given rise to the security menace of the Islamic State (IS) and the flow of refugees into Europe that has destabilized Western security. Assad’s coalition also includes the Islamic Republic of Iran, a more significant global terrorism threat than IS which has repeatedly attacked the West. Continue reading →

The Coalition’s Flawed Endgame Strategy for the Islamic State

After some (perhaps wilful) confusion over the timing, the operation to expel the Islamic State (IS) from Raqqa City, its Syrian capital, got underway this morning, running concurrent with the effort to evict IS from its Iraqi capital, Mosul. There are deep concerns about the methods adopted in both cases. The ground forces the U.S.-led Coalition has chosen to support in Raqqa cannot lead to sustainable stability in Syria, something that is essential to defeat IS. While the Mosul operation has proceeded generally to plan, there are increasing signs of trouble within the operation itself and the most troubling aspect—the aftermath—still appears to be unplanned. Beyond this is the continued assault on Aleppo City by Bashar al-Assad’s regime and its Russian and Iranian patrons that is systematically destroying the forces needed if there is to be any settlement to Syria’s war that ends the space given to international terrorists. Russia Moves in For the Kill in Syria

Vladimir Putin’s Russia is “deploying all of the Northern fleet and much of the Baltic fleet in the largest surface deployment since the end of the Cold War,” a NATO diplomat told Reuters on Wednesday night. These Naval assets are designed to buttress a final offensive by the remnants of Bashar al-Assad’s regime in Syria, which is effectively controlled on the ground by the Islamic Republic of Iran and an assortment of foreign Shi’a jihadists, against the insurgent-held east of Aleppo city, crushing once and for all the strategic threat posed by the rebellion to the regime, a threat that had already been all-but ended in the first months of Russia’s intervention. Nearly a year ago the U.S. began a political process with the Russians intended to end the war and begin a political transition. Moscow has subverted this process, using force to buttress its political efforts to secure Assad in power. The timing of this attack is seemingly intended as one final humiliation for President Barack Obama. Continue reading →

This year, the American-led anti-Islamic State (IS) Coalition has targeted members of the organization’s program to develop chemical weapons of mass destruction (CWMD). One reason for this is likely that the Coalition has been building toward—and now appears to be on the eve of—the operation to attempt to expel IS from its Iraqi capital, Mosul, and it is considered probable that IS will use CWMD on its way down. Whether that can now be prevented, and how far IS ever got with its attempt to develop CWMD, might only be known once it is too late. Continue reading →

Abandoning Syria to Assad Helps Al-Qaeda

The deeply problematic attempted Syrian ceasefire agreement between the United States and Russia last week never really took hold and was finally torn asunder on Monday by Russia and the regime of Bashar al-Assad blitzing an aid convoy and launching massive, indiscriminate aerial attacks on rebel-held areas in Aleppo. Last night, the pro-Assad coalition commenced a renewed assault on Aleppo actually as the parties met to discuss putting the ceasefire back online.

It had been surreal that it was the U.S. insisting that “The ceasefire is not dead”. What it exposed was the lack of Western will to restrain the Assad regime, which al-Qaeda, especially, is exploiting, offering its services in the fight against Assad, and building a sustainable presence in Syria that will threaten the West for many years to come. The United States and Russia reached an agreement over Syria on 9 September that was supposed to lead to a week of reduced violence—a ceasefire or “cessation of hostilities” (CoH). During this time, there would be free distribution of humanitarian aid—followed by joint operations against the rebranded al-Qaeda branch in the country, Jabhat Fatah al-Sham (JFS), formerly known as Jabhat al-Nusra. This agreement was essentially ignored by Bashar al-Assad’s regime, which Russia had pledged to restrain, and on Monday the agreement was torn up by the regime, returning Syria to all-out war. Islamic State’s Propaganda Chief Killed in Syria

The Coalition announced on Friday that it had killed Wael al-Fayad, more fully Wael Adil Hasan Salman al-Fayad, also known as Wael al-Rawi, Dr. Wael, and Abu Muhammad al-Furqan, a reference no doubt to al-Furqan Media, IS’s oldest and most important propaganda organ, which al-Fayad controlled. The head of IS’s Media Council, thus a key member of the group’s propaganda output, al-Fayad was a member of its Shura Council. The obscurity of his name is likely a testament to his seniority and importance within IS. [UPDATE: This turned out to be correct, though Abu Muhammad’s real name was Wael al-Ta’i, as IS revealed in May 2021, and he had also used the names “Ahmad al-Ta’i”, the media emir appointed in “the State’s” second cabinet back in 2009, and “Abu Ubayda Abd al-Hakim”, the mysterious senior IS operative who made a series of media “appearances” in 2011 and signed several captured letters addressed from IS-centre to the wilayats after 2014]
