Islamic State Leader Urges Patience as the Path to Victory

The leader of the Islamic State (IS), Ibrahim al-Badri (Abu Bakr al-Baghdadi), released a nearly 55-minute audio statement today, his first statement for eleven months, which in turn came eleven months after the prior speech. This is al-Badri’s thirteenth speech since he became leader of the IS movement in May 2010 and the eighth since IS declared the restoration of the caliphate in June 2014. The title of today’s speech, “Give Glad Tidings to the Patient”, is drawn from a verse of the Qur’an that promises “glad [or good] tidings” in Paradise to those who remain steadfast on the path of faith in life, which is very much the theme al-Badri sticks to. The forty-fifth edition of the Islamic State’s “Distinguished Martyrs” series, published by al-Furqan Media in Rajab 1431 (June/July 2010), profiled Abu Zahra al-Issawi, the media emir or information minister of the organization between some point after July 2007, when Khalid al-Mashadani (Abu Zayd al-Mashadani) was arrested, and some point before September 2009, when Ahmad al-Ta’i was announced as holding the position. The Coalition announced on Friday that it had killed Wael al-Fayad, more fully Wael Adil Hasan Salman al-Fayad, also known as Wael al-Rawi, Dr. Wael, and Abu Muhammad al-Furqan, a reference no doubt to al-Furqan Media, IS’s oldest and most important propaganda organ, which al-Fayad controlled. The head of IS’s Media Council, thus a key member of the group’s propaganda output, al-Fayad was a member of its Shura Council. The obscurity of his name is likely a testament to his seniority and importance within IS. [UPDATE: This turned out to be correct, though Abu Muhammad’s real name was Wael al-Ta’i, as IS revealed in May 2021, and he had also used the names “Ahmad al-Ta’i”, the media emir appointed in “the State’s” second cabinet back in 2009, and “Abu Ubayda Abd al-Hakim”, the mysterious senior IS operative who made a series of media “appearances” in 2011 and signed several captured letters addressed from IS-centre to the wilayats after 2014]
