For an indication of what’s generally behind the lack of international response against Hezbollah, pry the 2004 Balen Report out of the BBC’s panic-stricken paper-shredding grip. Re: tunnels a stone’s throw from UNIFIL bases, go back to Hezbollah installing fox-holed combat troops 12 feet from a UNIFIL watch-tower (not to mention a concrete bunker beneath the wall surrounding the Lebanese village of El-Khiam’s schoolyard.)

Regarding the Biden Administration’s response to anything and everything, study the Biden family’s (cough) “activities” over the past 45 years, and Joe Biden’s lack of much of a legislative record in the Senate (other than gleefully helping add the verb “to bork” to the English language.)

A significant part of the blame for “stab themselves in the back” comes from a very large part of the American electorate being ill-educated in overseas issues and history. Pre-WWI and pre-WWII isolationism still exists. Today with social media, that problem is FAR worse. Trump’s grandstanding about “ending the forever-wars” is him playing to it. All we have to do is cut a deal (like 4 3/4 years ago in Doha) and a universe of utter goodness will plop into America’s made-great-again lap.
