The Islamic State (IS) has escalated a campaign of global terrorism over the past few years, exactly as it was losing overt control of territory. In 2016, IS consolidated a model of guiding and claiming attacks in the West and elsewhere via is media channel, Amaq. The outlines of this have long been known. Now there is significant new detail thanks to a four part reporting series in the German newspaper BILD by Björn Stritzel, who contacted Amaq and posed over many months—in consultation with Germany security agencies—as a potential terrorist. American Sanctions Hit Islamic State’s Finances, Propaganda, and Terrorism

Just three days after the U.S. government sanctioned two Islamic State (IS or ISIS) operatives for their role in helping the jihadists develop chemical weapons of mass destruction, another raft of sanctions were issued on 15 June against four IS members occupying varying positions within the organization from finance to propaganda to orchestrating the foreign attacks. The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) announced financial sanctions against an individual involved in the “development” of chemical weapons of mass destruction (CWMD) for the Islamic State (IS) on 12 June. Simultaneously, the State Department labelled another individual involved in the development of CWMD for IS as a Specially Designated Global Terrorist (SDGT). Al-Qaeda Aligned Jihadist in Syria Condemns Rebel Group Jaysh al-Islam

Maysar al-Jiburi (Abu Mariya al-Qahtani), on Twitter as @alghreeb, is an Iraqi and long-time operative of the Islamic State (IS), who was sent into Syria to set up IS’s secret wing, Jabhat al-Nusra, in 2011. After al-Nusra split with IS and became al-Qaeda’s official branch in Syria, Maysar remained with al-Nusra and was its deputy until the summer of 2014, when the Deir Ezzor branch of al-Nusra that Maysar led was destroyed as IS poured resources captured in Mosul over the border. Since then, Maysar has been—with Saleh al-Hamawi, another member of the advance party that founded al-Nusra—a kind of dissident, formally expelled from al-Nusra, and more recently has set to work spreading his influence in the Turkish-occupied zone of northern Syria, notably through the Ahrar al-Sharqiya group. With the various moves to rebrand and restructure al-Qaeda in Syria under the banner of Hay’at Tahrir al-Sham (HTS), Maysar has been drawn back into the fold to a degree.

Maysar has now released an essay, “Exposing the Backstabbers Within the Ranks,” condemning Jaysh al-Islam for its attacks on HTS in the East Ghouta area of Damascus beginning on 28 April. Intra-insurgent fighting in the besieged enclave a year ago allowed the coalition of states and militias supporting the Bashar al-Assad regime to considerably shrink the enclave and put it on the path to almost certain defeat. Maysar lays particular blame on Samir al-Kaka (Abu Abd al-Rahman al-Kaka; sometimes transliterated al-Kaakeh), a senior cleric of JAI, for issuing rulings licensing this conduct and compares JAI to IS. Maysar also asks, rhetorically, where the condemnations of JAI are from bodies like the Syrian Islamic Council, given how strongly they responded in January when al-Nusra attacked rebel factions as it laid the groundwork for the HTS merger. Jihadi Clerics Dispute Legitimacy of Hay’at Tahrir al-Sham

Abu Mahmud al-Filistini (@battar2812) is a London-based jihadi cleric, one of those to whom al-Qaeda’s loyalists look for guidance. An essay by Abu Mahmud, “An Indispensable Though Imperfect Unity,” has been put out defending Hay’at Tahrir al-Sham (HTS), the restructured al-Qaeda presence in Syria. Abu Mahmud writes mostly against those who are attacking HTS “from the Right,” the jihadists who believe that the rebranding and merging with groups of distinctly imperfect jihadi-salafist credentials like Harakat Nooradeen al-Zengi is a betrayal of the cause. Abu Mahmud writes specifically and harshly against Issam al-Barqawi (Abu Muhammad al-Maqdisi), the Jordan-based cleric who is the leading light of the part of the jihadi world that did not go over to the Islamic State, without ever naming him. The U.S. Department of State designated Mubarak Mohammed Alotaibi, also transliterated as Mubarak Muhammad al-Utaybi, as a Specially Designated Global Terrorist (SDGT), because he has “committed, or pose[s] a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.” Al-Utaybi is a citizen of Saudi Arabia and is the “Syria-based deputy leader” of the Islamic State’s (IS) branch in the Saudi Kingdom. Islamic State Operative Connected to Charlie Hebdo Attack Might Still Be Alive

Earlier today, an Iraqi military statement made public that the Iraqi government had provided coordinates to Bashar al-Assad’s air force, via the intelligence-sharing cell set up in Baghdad with Russia and Iran, for targets in Raqqa and al-Bukamal. One of the targets was Boubaker al-Hakim (Abu Muqatil al-Tunisi), a French-Tunisian Islamic State (IS) operative. Whether the Syrian regime’s strikes against al-Hakim were successful was not made clear. The interest here is that the U.S. announced on 10 December 2016 that it had killed al-Hakim in an airstrike near Raqqa on 26 November 2016, meaning that either the U.S. was mistaken or the Iraqis are. Al-Hakim is a very interesting figure in his own right with an extensive history in the jihadist movement and also highlights some broader trends, notably the assistance the Assad regime has provided to the IS movement. The eighth edition of the Islamic State’s magazine, Rumiyah (Rome), was released on 5 April 2017, and contained an obituary for one of the architects of the magazine itself. Named by his kunyas, Abu Sulayman al-Shami, Abu Sulayman al-Halabi, Abu Maysara al-Shami, and Ahmad Abdul-Badi Abu Samrah, the jihadist referred to is Ahmad Abousamra, a U.S.-Syrian dual citizen. Abousamra is quite possibly the most senior American ever to have been in IS’s ranks, and the Rumiyah article gives a very interesting glimpse more generally of IS’s hierarchy. Continue reading →
