Al-Qaeda Leader Says America Empowered Iran, Encourages Jihadi Attacks

To mark the eighteenth anniversary of the 9/11 massacre, Al-Qaeda’s Al-Sahab media department released a video, “And They Shall Continue to Fight You”. The video, which ran over a half-hour, featured a speech by the group’s emir, Ayman al-Zawahiri, interspersed with other leadership figures.
Much attention has been given to Dr. Al-Zawahiri encouraging attacks on America, his contention that the U.S. has enabled the spread of Iranian power by providing its vicious sectarian militias in Iraq, Syria, and beyond with direct support as part of the war against the Islamic State (ISIS), and his use of the issue of Palestine. There are some indications Al-Qaeda is looking abroad again with its terrorism campaign, but the primary purpose of re-emphasising the justice of attacks on the West seems to be to meet the ideological challenge from ISIS. Behind the veneer of the “far enemy” rhetoric in this speech, Al-Zawahiri was in fact very defensive—particularly about 9/11, Al-Qaeda’s greatest “success”, where he seems stung by the accusation Al-Qaeda murdered innocents—and “near enemy” (regionally) focused. Even the call to attack America suggested attacks on military installations in the Middle East, rather than in America itself. Such attacks would also avoid the issue of civilian casualties, Al-Zawahiri noted.

Europe Tries to Re-engage in Syria

At Saturday’s summit in Istanbul between Turkey, Russia, France and Germany, the focus was on extending the September 17 Turkey-Russia ceasefire agreement reached in Sochi that spared Idlib a full-scale offensive by Bashar al-Assad’s regime and his supporters, and to “progress” on the political track. The Idlib Offensive: Delayed, Not Cancelled

For about two months, it has seemed that an offensive by Bashar al-Assad’s regime, Iran, and Russia into Idlib was imminent, with disastrous humanitarian and strategic consequences. On Monday, an agreement was reached between Turkey and Russia that put a halt to this prospect, at least for now. There is good reason to think the pro-Assad forces are delaying, rather than cancelling, their plans to reconquer Idlib, but the extra time gives space to Turkey to alter the terms politically. Al-Qaeda Statement on the Loss of Forces Fighting the Syrian Regime

After the schism between al-Qaeda and its former Syrian branch, Jabhat al-Nusra (now Hay’at Tahrir al-Sham), the remaining al-Qaeda loyalists in the country gathered under the banner of Tandheem Hurras al-Deen (The Religious Guardians’ Organization). Hurras al-Deen has been among those targeted in the wave of assassinations in the “Greater Idlib” area, and has been publicly hereticized by the Islamic State, whose cells are among those conducting the assassinations. Hurras al-Deen in recent days has gained some popularity and legitimacy in Idlib by being the only force to initiate offensive operations against the pro-Asad coalition as the latter conquers Deraa. Today, Hurras al-Deen released a statement through its Sham al-Ribat Media on the loss of ten of its jihadists yesterday after they stepped on a mine near Sarja in southern Idlib. A new jihadi faction announced its formation in Syria on 27 February 2018: Tandheem Hurras al-Deen,[1] which translates as The Organization for the Guardians of the Religion or the Religious Guardians’ Organization. Hurras al-Deen is, unofficially, the re-emergence of a branch of al-Qaeda in Syria after the schism between al-Qaeda “central” and Hay’at Tahrir al-Sham (HTS).
