Al-Qaeda’s Leader Tells Syrian Insurgents To Avoid State Allies, Focus on Guerrilla Tactics

Al-Qaeda’s leader, Ayman al-Zawahiri, released a video statement on 20 February 2018, entitled, “Oh Our Brothers in Syria, Reconcile Amongst Yourselves”. The speech continued themes Dr. al-Zawahiri has hit on many times before, notably encouraging the Syrian insurgency to avoid allying with the West or other foreign states, to unite behind al-Qaeda since all outside actors are conspiring against the Syrian opposition, and to refuse all compromise in imposing the shari’a. Simultaneously, al-Zawahiri suggests that his adherents avoid trying for quick results and “cling[ing] to ground”, an echo of the advice given in the summer of 2016 that al-Qaeda’s operatives and the Syrian insurgents they can co-opt should prepare for a long war focused on guerrilla tactics, rather than holding territory. Al-Qaeda Continues to Take Advantage of Egypt’s Dictatorship

Al-Qaeda’s leader, Ayman al-Zawahiri, released a speech on 15 February 2018, entitled, “Glad Tidings of Victory To Our People in Egypt”. Al-Zawahiri’s address was the eighth episode of the “Brief Messages To A Victorious Umma (Islamic community or nation)” series. Al-Zawahiri reiterated a theme al-Qaeda has used many times, by referring to the downfall of Muhammad Morsi, the first elected president of Egypt, who was deposed in a military coup d’état in July 2013. Morsi, a member of the Muslim Brotherhood, had taken part in elections and had tried to find a compact with the non-Islamist sections of the Egyptian state and society, including the felul, the remnants of the fallen tyranny, notably in the military, police, bureaucracy, and judiciary, plus the media and business class. It had served Morsi no good: severely constrained in his authority, Morsi’s government unravelled quickly when these forces came together with foreign sponsors for a putsch. The old regime was restored in Egypt, with the support of Western countries, despite being more violent than ever. For al-Qaeda, the lesson of this episode is clear: without a violent revolution that creates tabula rasa, Islamist politics will not get a chance. Al-Qaeda Gives its Verdict on the “Arab Spring” Seven Years On

Al-Qaeda’s leader, Ayman al-Zawahiri, made a speech on 26 January 2018, entitled, “After Seven Years Where Is the Deliverance?” The speech built the case that the “Arab spring” uprisings failed because they tried to make changes within the framework of the nation-state, to be incremental, and to make accommodations with the fallen regimes, rather than radical “purification” by launching coordinated jihadist revolutions that respected no frontier, violently uprooted the old order, and implemented the shari’a. The son of al-Qaeda’s founder, Hamza Usama bin Ladin, released a short, twelve-minute speech earlier today, the fourth episode of “Sovereignty of the Best of Nations Is In the Uprising of the People of the Haram”. Hamza root-and-branch condemns the legitimacy of the Saudi monarchy as founded on a pact with a disbelieving state, Britain. Hay’at Tahrir al-Sham Gives Its Version of Its Own History and Ties to Al-Qaeda

Abd al-Rahim Atun (Abu Abdallah al-Shami), the leading cleric of Hayat Tahrir al-Sham (HTS), released a statement on 29 November 2017, dated 13 October 2017, laying out the history of HTS, its evolution from Jabhat al-Nusra to Jabhat Fatah al-Sham to HTS, and its relationship with al-Qaeda. Atun’s statement was a response to a speech a day earlier by al-Qaeda’s leader, Ayman al-Zawahiri, which said that HTS remained bound to him and al-Qaeda through a bay’a (oath of allegiance) and HTS’s attempts to get out of this were un-lawful manipulations of the kind used by the Islamic State. Atun’s statement was translated by Al-Maqalaat and an edited version is posted below. Ayman al-Zawahiri Finally Addresses the Problems with Al-Qaeda’s Syrian Branch

The leader of al-Qaeda, Ayman al-Zawahiri, gave a thirty-five-minute speech on 28 November 2017, entitled: “Let Us Fight Them As A Solid Structure” (or “Let Us Fight Them As One Body” or “Let Us Fight Them With Solid Foundations”), dealing with the vexed question of al-Qaeda’s relationship with the Syrian jihadi group, Hay’at Tahrir al-Sham, a situation that escalated again in recent days. The mention of an impending Turkish intervention into Idlib—which began on 7 October—suggests that al-Zawahiri recorded this speech in the last days of September or the first few days of October.
