Muslim belief is that the Qur’an is “uncreated” (ghayr makhluq). While the Qur’an was revealed to Muhammad over twenty-three years (610-32 AD), the “speech of God” (kalam Allah) in these revelations had existed co-eternally with God. This was once a point of serious dispute in Islamic theology, and the outcome of that debate was an important waymarker in the development of Islam.

The U.S. Department of State designated Mubarak Mohammed Alotaibi, also transliterated as Mubarak Muhammad al-Utaybi, as a Specially Designated Global Terrorist (SDGT), because he has “committed, or pose[s] a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.” Al-Utaybi is a citizen of Saudi Arabia and is the “Syria-based deputy leader” of the Islamic State’s (IS) branch in the Saudi Kingdom. The U.S. State Department today imposed sanctions on two men, Ahmad Hasan Yusuf (Abu Maryam, Sajjad Hassan Nasir al-Zubaydi) and Alsayed Murtadha Majeed Ramadhan Alawi (Murtadha Majeed Ramadan al-Sindi), labelling them Specially Designated Global Terrorists (SDGT). Both men are members of a group, Saraya al-Ashtar or al-Ashtar Brigades (AAB) that has conducted terrorism in Bahrain and is part of the Iranian revolution’s long reach in the region. The Islamic State’s June 2014 declaration that the areas it controlled were the restored “Caliphate” was seen by many as a novel development. In fact, “the State” was declared in October 2006. The next month, the predecessor of the Islamic State (IS), Al-Qaeda in Mesopotamia (AQM), dissolved itself, and a month after that the claim to statehood was expanded upon—while being wilfully ambiguous about the caliphal pretensions—in the first speech by the then-emir, Hamid al-Zawi (Abu Umar al-Baghdadi). Similarly, though confusion remains on the point, it was in this same period that the symbol of the Islamic State, its black flag, was established.
