Tajikistan and the Afghan Resistance

Since the takeover of Afghanistan by a coalition of jihadists controlled by Pakistan, the one neighbouring state to vocally object is Tajikistan, which has extended support to the remaining anti-Taliban resistance. This is a reprise of Tajikistan’s role in the 1990s, when it provided a rear base to the United Islamic Front (UIF) or “Northern Alliance”, and was the gateway for the states supporting the UIF, notably Pakistan’s great rival India. Joe Biden Chose Disaster in Afghanistan

The Taliban took over Afghanistan’s capital on Sunday after a nine-day offensive captured one provincial capital after another. The United States had already decided to abandon the country, and without the US the other NATO states had no choice but to leave. It was quite clear that the Afghan state would crumble in the absence of a Western presence, though it seems President Joe Biden thought he would have a longer “decent interval” before the Saigon evacuation scenes and the massacres began. The First Speech of Abu Hamza al-Muhajir as Al-Qaeda in Iraq Emir

Ahmad al-Khalayleh (Abu Musab al-Zarqawi), the infamous founder of the Islamic State movement, known at the time as Al-Qaeda in Iraq (AQI) and formerly part of the Mujahideen Shura Council (MSC), was killed on 7 June 2006. Zarqawi’s successor was officially announced five days later, in a written statement released on 12 June, as Abu Hamza al-Muhajir, an Egyptian with a long history in and around Al-Qaeda. The next day, 13 June 2006, Abu Hamza gave his first speech as AQI emir, entitled, “The Gathering Will Be Defeated and They Will Turn Their Backs [in Retreat]”, drawn from an ayat of the Qur’an (54:45). The statement and the speech are translated below.

In the 270th edition of Al-Naba, the Islamic State’s (IS) weekly newsletter, on 22 January, the main editorial on page three is entitled, “Towards A ‘Unified Syria’ Under the Rule of Unbelief!” The basic premise is that the United States is trying to orchestrate a reunification of Syria that keeps Bashar al-Asad in power, supported by Russia (with, curiously, no mention of Iran, not in the whole article); brings the PKK (“Syrian Democratic Forces”) home to Damascus; and reconciles the “Awakening” (rebel) forces supported by “secular Turkey” to this state system. It is unlikely that many people remember or even know that nearly forty years ago, this building—the meeting place of the U.S. Congress, the place where laws are made—was bombed by a Communist terrorist group, a group remarkable for its all-female membership. A new book, Tonight We Bombed the U.S. Capitol: The Explosive Story of M19, America’s First Female Terrorist Group, by William Rosenau, a senior policy historian at CNA and a fellow in the International Security program at New America, examines this forgotten episode. British Strategy in the Gulf as Iranian Aggression Escalates

The series of provocations in the Gulf by the Islamic Republic of Iran, beginning with the sabotage of four vessels in mid-May, culminated last Friday in the illegal seizure by the Iranian Revolutionary Guard Corps Navy (IRGCN) of the British-flagged and operated Stena Impero oil tanker, followed shortly thereafter by the seizure of the Liberian-flagged, British operated MV Mesdar in the Strait of Hormuz. Only the Mesdar has been released. This episode has served to demonstrate the serious defence issues confronting Boris Johnson, the incoming United Kingdom (UK) Prime Minister, which have to be dealt with immediately and cannot be pushed off into the future when the domestic turbulence over Brexit has abated. As tensions flared between the United States and Iran over the last ten days, a number of Washington’s Western allies have signalled their distance from the U.S. view, most dramatically in the case of Major-General Chris Ghika, Britain’s top commander in the coalition against the Islamic State (ISIS), who dismissed the U.S. intelligence assessment of an increased threat from Iran. This has since been walked back, but the fissures in the Western alliance over how to deal with Iran are real, and this has been compounded by differences within the U.S. government and the highly irregular nature of the Donald Trump administration, particularly its decision-making processes and public messaging. Renewed Rebellion in Southern Syria and Western Failure

In military terms, the fall of Daraa, in south-western Syria, to Iranian and regime forces last July eliminated the last insurgent-held pocket not dominated by jihadists. Politically, it had profound effects, demonstrating American disengagement and Israel’s misperceptions of the Syrian landscape, particularly Russia’s role in it.

Recent signs of renewed insurgency in Daraa, however, underline how far from over Syria’s war is and how badly the West has mishandled the crisis. Continue reading →
