Signs of Recovery for the Islamic State

The operation to clear the Islamic State (IS) from its Iraqi capital, Mosul, began on 17 October and is now 188 days old. IS was announced cleared from east Mosul on 25 January, and the offensive that began on 19 February to clear the more densely-populated and difficult west Mosul has ostensibly swept IS from sixty percent of that area. Official sources claim IS now controls less than seven percent of Iraqi territory, down from forty percent in 2014. But yesterday, a car bomb struck Zuhur, the first attack of this kind in east Mosul since February, murdering at least four people. This is part of a pattern of attacks that suggests the Mosul operation itself was rushed and more importantly that IS is already recovering in liberated areas. Continue reading →

In Paris last night a gunman parked his car, stepped out, and opened fire on a police van outside a Marks & Spencer’s on the Champs Élysées. One policeman was murdered; two were wounded. A female tourist was also injured. The attacker was killed by police as he tried to flee and continue his rampage. Within two hours, the Islamic State (ISIL) had claimed the attack via its Amaq News Agency, and, rather unusually, had named the killer: “Abu Yusuf al-Baljiki”.

It has been widely reported that “Abu Yusuf the Belgian” is really Karim Cheurfi the Frenchman, a 39-year-old imprisoned for fifteen years after being convicted for three counts of attempted murder in 2001. Notably, two of his intended victims were police officers. French media has reported that Cheurfi was briefly arrested on 23 February after expressing an intent to kill law-enforcement officials, but released due to lack of evidence; the Interior Ministry refused to comment. Don’t Assume the Westminster Terrorist is a ‘Lone Wolf’

The 22 March attack outside Westminster by Khalid Masood is the most significant act of Islamist terrorism since the 7 July 2005 bombing by al-Qaeda of the London public transport system. Masood’s attack highlights a number of historic trends in British jihadism and starkly poses the question of the extent of IS’s penetration of the United Kingdom. Continue reading →

State Department Designates Two Canadian Jihadists in Syria

The U.S. State Department added two Canadians to the list of Specially Designated Global Terrorists (SDGT) on 13 April. One of them, Tarek Sakr, of Syrian descent, is associated with Jabhat al-Nusra, al-Qaeda’s Syrian branch, which has since been through two rebrands to Jabhat Fatah al-Sham (JFS) and currently Hay’at Tahrir al-Sham (HTS). The other, Farah Mohamed Shirdon, of Somali background, is a member of the Islamic State (IS). Continue reading →

The West’s Inconsistent Approach To Foreign Fighters in Syria

The Kurdistan Workers’ Party (PKK), the Turkey-based Kurdish Marxist-nationalist insurgent group, which is listed as a terrorist organization by Britain, the United States, NATO, and Turkey, created a new foreign fighter unit in Syria on 31 March. In Syria, the PKK uses the name People’s Protection Units (YPG), and the new organization, mostly composed of Europeans, is called the International Revolutionary People’s Guerrilla Forces (IRPGF). In addition to underlining some interesting points about the PKK and Western strategy in the fight against the Islamic State (IS), the IRPGF also underlines the different approach the West has taken to foreign fighters flowing to various groups during the Syrian war. In the seventy-first edition of Al-Naba, the Islamic State’s English-language newsletter, published on 9 March 2017, the organisation claimed responsibility for the suicide bombing outside the police station in Constantine, Algeria, on 26 February. Al-Naba published a picture of the attacker and named him as Izzadeen Balqamri. Continue reading →

The eighth edition of the Islamic State’s magazine, Rumiyah (Rome), was released on 5 April 2017, and contained an obituary for one of the architects of the magazine itself. Named by his kunyas, Abu Sulayman al-Shami, Abu Sulayman al-Halabi, Abu Maysara al-Shami, and Ahmad Abdul-Badi Abu Samrah, the jihadist referred to is Ahmad Abousamra, a U.S.-Syrian dual citizen. Abousamra is quite possibly the most senior American ever to have been in IS’s ranks, and the Rumiyah article gives a very interesting glimpse more generally of IS’s hierarchy. Continue reading →

America Sanctions Anjem Choudary and other British Islamic State Jihadists

The State Department designated five individuals on 30 March 2017 as Specially Designated Global Terrorists (SDGTs), imposing sanctions on them for having “committed, or [for] pos[ing] a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.” Four of those sanctioned are members of the Islamic State (IS), including two key British operatives in the group’s global network, and the other is a member of al-Qaeda. On the same day, the Treasury Department sanctioned two IS operatives involved in funding and guiding external IS operations in the Far East and Southeast Asia. Continue reading →
